Description

Since 8.0.2, there is a setting for the default notification level. That's a good first step, however that setting should be also configurable on user level so that every user can choose for themselves, what level of notifications they want by default.

The Activity settings make a good example: Admin configures global defaults, users can override those defaults on their personal settings pages.
