Description

With Talk7 we introduced a setting which allows to limit "Start calls" to "Moderators only". That currently breaks file calls, as there are no moderators.

From my expectation the file owner as well as all users that created a share for it should be able to start a call and therefor should be moderators (owner for the file owner). This way there is someone who can start the call.

Research direction

Start by tracing how the Talk7 “Moderators only” setting is enforced for file conversations, then inspect how file ownership and share creators are represented. The change is complete when the file owner and users who created shares can start the file call as moderators.
