Dial-out with multiple phone attendees

I guess it is intended that way, but I can see it can be confusing.

Steps to reproduce

1. Have a dial-out room
2. Add another phone attendee
3. Start the call

Expected behaviour

Not fully sure, I'd expect that all phone attendees are called? At the same time, in a normal conversation, none are called automatically?

Actual behaviour

Start by reproducing the dial-out flow with a dial-out room and an additional phone attendee. Read src/composables/useJoinCall.ts around lines 133-141 to understand the current selection behavior. Clarify whether all phone attendees, or only one, should be called and document the expected result before deciding what completion means.
