Description
we probably don't need these settings as well, if they will be all on a user level

Adding action to grant permissions when it was not granted before (in media settings)
Do we also show something similar when the user needs to grant browser permissions? (is it even possible?) Something like Allow your browser access to your camera and microphone

Research direction
Start by reading the discussion in pull request #15423 and locating the media settings and Talk settings mentioned there. Determine how the grant-permissions action should appear when permissions are missing and move the blur background option to Talk settings; done means both settings behave and appear in their intended locations.
