Full space view for all users (comprised trash)

Hi,
to increase user awareness it would be useful to be able to show the space used by the whole server including the trash to all users.
It would also be useful to be able to give a quota for the whole server or for groups

The issue names no files, tests, or entry points, so start by locating the serverinfo dashboard and the existing space-usage calculation. Clarify how trash is counted and where user or group quotas belong; done means all users can see total usage including trash and the requested quota scopes are defined and tested.
