[Bug]: Impossible to disable notifications

Bug description

I have activity notifications disabled entirely for certain features (Calendar and Pantry in particular), yet notifications continue to be delivered (red dot by notification bell icon, as well as mobile push notifications).

Steps to reproduce

1. Disable notification
2. Have other user perform activity that would trigger notification if it were enabled.
3. Observe that notification is triggered regardless.

Expected behavior

If the notification is disabled, it should not be triggered.

Start by reproducing the issue with Calendar or Pantry activity while notifications are disabled, using the listed Nextcloud Server 34, PHP 8.2, and MariaDB environment. Compare the notification bell and mobile push behavior with the disabled settings; done means neither notification is delivered when the relevant feature is disabled.
