Is your feature request related to a problem? Please describe.
The larger a community grows the more likely there are people trying to discuss oder comment everything. The comment/chat-function for shared files is a great thing for communicating about the objects, but sometimes you just want to share something without a slot for everybody to comment on it.
Describe the solution you'd like
Add a checkbox in the share dialogue to disable commenting on shared objects.
Describe alternatives you've considered
Right now I can only disable the comment app itself what does not solve the problem of unwanted comments without creating another problem.

Research direction
The issue identifies the share dialogue and the comment app, but names no files, tests, or entry points. Start by locating those components in the Nextcloud server repository and clarify how a per-share setting should interact with shared objects. Done means a share-level option disables comments without disabling the app, with coverage for that behavior.
