Bug description

Unable to search for uninstalled apps from Apps > Discover page. This is highly confusing and leads to users thinking that it's not possible to search for unistalled apps

Steps to reproduce
  1. Log in as Administrator
  2. Click on + Apps in the Admin user menu; takes me to Apps > * Discover tab
  3. Click on Search icon top right on the utility bar.
  4. Unified Search opens.
  5. Enter search string, press enter OR
    5A. click Search Everywhere, enter search string, press enter
  6. No results returned for uninstalled Apps
Expected behavior

Either: From Apps > * Discover tab
Click on Search icon top right on the utility bar returns Apps that are uninstalled or installed
OR
Do away with the * Discover tab and send the user straight to e.g. "Your Apps"
