[Bug]: "RuntimeException The loading of lazy AppConfig values have been triggered by app "admin_audit""

Bug description

The following message appears in my logs everytime I reboot my Fedora 43 server or everytime my daily backup happens:

RuntimeException The loading of lazy AppConfig values have been triggered by app "admin_audit"

Additional info

OS: Fedora 43 server
Nextcloud AIO instance installed 2 months ago (v. 12.7.0 right now)

No source files or tests are named. Start by tracing admin_audit's AppConfig access during reboot and daily backup, then reproduce the logged RuntimeException; done means the spurious debug entries no longer appear in the Nextcloud logs.
