Bug description
I added the same passkey to the Nextcloud admin account and another user successfully.
I can login with a device to the admin account fine however if I tried the same for the non-admin user I get:
Your account is not setup for passwordless login.
Steps to reproduce
- Add a passkey to the admin user.
- Add the same passkey to a non-admin user.
- Try to login with a device to the non-admin user.
Expected behavior
It should login with a device normally.
