Description

When we do a partial file system setup, mount providers could return more mounts compare to what we have in oc_mounts.

Even though it should not occur, we should take the opportunity to register them.

Probably, missing mounts could also be removed from oc_mounts.

Research direction

Start by tracing the partial filesystem setup and how mount providers populate or compare against oc_mounts. Determine how extra mounts should be registered and whether missing mounts should be removed from oc_mounts; done when the intended synchronization behavior is covered.
