Research direction
The issue identifies a lifecycle bug: deleting a user leaves an associated directory lock, preventing recreation of a directory with the same name. No source file or test is named, so start by locating user-deletion handling and the lock cleanup path, then reproduce the delete-and-recreate scenario and add coverage showing that the lock is removed.
