Is your feature request related to a problem? Please describe.

I am using note to recipient when creating external shares. The location of the note and also the extent is not enough for the customers to really read it. They are complaining about information I already have written in the note as they did not read it.

Describe the solution you'd like

I would like to have a pop-up which could be edited by text or even html (would be nice) to dispaly general information or links etc, when anyone opens an external share. Would be nice to have a this is a user/administrator setting so each share recieves it automatically and can be turned off manually for selected shares.

Research direction

The issue names no files, tests, or entry points; start by locating the external-share recipient view and its existing note handling. Done means external-share recipients see a dismissible, editable information pop-up, with administrator or user defaults and per-share opt-out behavior.
