Bug description

You can limit apps to specific usergroups. The Problem is, that when you add multiple usergroups is not possible to see ALL assigned groups because there is no scrollbar.

That means you can even NOT remove some groups because you just can not get to it.

Worst case this is a security issue, if an app was assigned to a group and you are not even able to see that this user group has access to the app.

Here is an example. We have assigned three groups to the decks app, but only two are visible and we can not see / scroll to the third one.

Steps to reproduce
Expected behavior

I think we need to have a scrollbar like we have when a user is assigned to multiple user groups

Research direction

Start by locating the app user-group assignment UI described in the issue and compare it with the existing user multi-group control shown in the reference image. The fix is done when all assigned groups can be seen and removed without reloading, including the third group in the example; the issue provides no file or test entry point.
