[Bug]: Select Pulldown Options Menu Misplaced in RTL Languages

Bug description

Most of the select pull down options are misplaced in RTL languages such as Uyghur, Arabic, Farsi etc. But I found that there is one select which works fine: Personal -> Notifications -> Other activities -> Send activity emails. Anyway the issue is widespread in "Select" items in RTL languages.

Steps to reproduce

1. Change the language of the Nextcloud account to a RTL language such as Uyghur
2. Click on any "Select" items in the Personal or Administration Settings
3. The Options of the clicked Select will be misplaced to the right with large margin

Expected behavior

This is the only "Select" that works well in RTL languages: Personal -> Notifications -> Other activities -> Send activity emails.

The options of the clicked-on "Select" should appear right underneath the default option.

No file or test is identified in the issue. Reproduce the misplaced menus in an RTL language across Personal and Administration Settings, then compare them with the working Notifications select; done when the affected options appear directly beneath their selected controls.
