[Bug]: Freeing up space in a folder with full quota does not bring back the "New" button

Steps to reproduce

1. Create a Team folder with a quota
2. Upload some files, so the quota is exactly fullfilled
3. Observe the "New button" no longer being shown
4. Delete the files again

Expected behavior

The "New button" should come back after there is enough free space to upload again.

No files, tests, or entry points are named. Reproduce the full Team folder quota, delete the files, and trace the quota state and New button visibility; done means the button returns once enough space is available and the reproduction passes.
