For setting up a nextcloud instance it is very handy to have all settings that affect new created users in one place.
Describe the solution you'd like
Hi, I'm new to nextcloud github and I'm not sure where to post my idea, but this place seems close.
My suggestion on improvement is to have a section in the administration panel where all settings come together for newly created users. This will improve ease of administrative tasks. These settings are currently scattered all over the sections and within app settings. To name a few examples:
- new user quota
- new user notification settings
- new user profile attributes visibility settings
- new user profile visibility
- new user skeleton directory
- new user auto groups
- new user dashboard settings
Describe alternatives you've considered
Someone could create an app with its own category to show all these settings in one place but it would be better if there would be some kind of standard way for apps to implement it.

Research direction
No files, tests, or entry points are identified in the issue. First map where the listed new-user settings currently live across the administration panel and apps, then define the standard integration needed for a unified category; done would mean those settings are centrally discoverable without losing app-specific configuration.
