[Bug]: English (Switzerland) and German (Switzerland) different datetime format

Bug description

When setting the locale in /settings/user to English (Switzerland) it uses the 12 hour time format so am/pm, but when setting it to German (Switzerland) it uses 24 hour time format.

Steps to reproduce

1. Go to /settings/user
2. Change locale to English (Switzerland)
3. Look at time and date under locale
4. Change locale to German (Switzerland)
5. Look at time and date under locale

Expected behavior

The hour and date format would be the same.

Reproduce the difference from the issue's /settings/user steps using English (Switzerland) and German (Switzerland), then trace where the locale-specific date and time formats are selected. Confirm the expected format behavior and identify the relevant implementation and test locations before making a change. Done means both locales present the same hour and date format as intended.
