Bug description

I expect that all activities made by users are reflected in the activities. However, I've discovered that the ones done with the help of occ are not shown in the activities tab.

Steps to reproduce
  1. Have some file, eg test.md
  2. Upload it to your Documents folder in NC root of your server eg with the help of ssh.
  3. Run command occ files:scan -p "/username/files/Documents" username
  4. Observe that the file appeared in the Documents folder via webUI.
  5. Go to Activities tab, observe any record there.
Expected behavior

When a user adds, modifies, or deletes files both via webUI or CLI occ the activities tab should reflect these kind of changes.

Research direction

Reproduce the issue with occ files:scan -p "/username/files/Documents" username, then compare the resulting file change with a webUI change in the Activities tab. Trace the files:scan entry point and the activity recording path to identify where CLI-created changes diverge. Done means additions, modifications, and deletions made through occ appear in Activities.
