[Bug]: creating a public link share takes very long and end up in error. Upon refresh the public link is here though.

Bug description

public link creation takes too much time and end in error, between 27 to 35 seconds.

Steps to reproduce

Go to c.nc.c.
Try to create a public link.
Wait (for me between 27 to 35 seconds
See the error pop up in the top right corner : can't create public link
Refresh the page : the link has been created

Expected behavior

the public link should be created right away without error.

Start by reproducing public-link creation using the reported steps and observe the error and request timing. The issue names no source files or tests and provides no logs or configuration, so inspect the relevant request path and add coverage once the failure is isolated. Done means the link is created immediately without an error and remains available without refreshing.
