[Bug]: Transfer Ownership is shown even when account doesn't have enough personal storage quota

Bug description

Since it's not possible to transfer ownership without quota this action should not be shown if the user cannot execute it

Steps to reproduce

1. Try to change ownership to user with no quota

Done means the option is hidden when the target user lacks sufficient quota, while remaining available when the transfer can be executed.
