[Bug]: File attributes like creation date and modification date not persisted on file system when files written to external storage

Bug description

Files, written on external storage do not update the creation date on the filesystem.
E.g. File (creation date 1.1.2020) is moved to external storage. Initial creation date (1.1.2020) persists within nextcloud web ui. Creation date on filesystem is current date.
This was tested with sftp and samba.

Steps to reproduce

1. Create external storage with samba or sftp
2. Take file from nextcloud home folder with old creation date and move to external storage
3. Locate file on filesystem of external storage
4. Validate creation date in Nextcloud web ui and at file system.

Expected behavior

Creation date on external storage should be the same on filesystem level as in Nextcloud web ui. Currently filesystem creation date is current date. File attributes must not change when file is moved to external storage and must be persisted on filesystem.

Trace how a file's creation and modification attributes are handled when moved from the home folder, then verify that filesystem metadata matches the values shown in the Nextcloud web UI for both storage types.
