[Bug]: Template folder creation broken when a template cannot be copied

Bug description

When creating a templates folder and one of the skeleton templates cannot be copied (e.g. blocked by files_accesscontrol), the templates folder creation stops and the folder is not registered as the templates folder for the user

Steps to reproduce

1. block odt documents with files_accesscontrol
2. have at least one odt file in the templates skeleton
3. try to create a templates folder
4. odt file doesn't get copied
5. templates folder path is not registered

Expected behavior

There should be an error message stating that the file was not copied, then the folder creation should continue with the next file and not stop

Start by tracing the template-folder creation flow and reproduce the failure with files_accesscontrol blocking an ODT skeleton file. Verify that the failure reports the uncopied file, continues copying later files, and still registers the templates folder path.
