Description

NC offers to set up public resources to everybody or to exclude particular groups.
Vice versa there might be the need to allow creation public resources, eg for file drop-ins, only for particular groups.
Please, consider adding this feature or replace existing, when only particular groups are NOT allowed to create public shares.

Additionally, I am asking to add the switch to group folders app settings, whether public links are allowed there on a per-folder basis.

Research direction

Start by reviewing the existing public-resource permissions and the Group folders app settings mentioned in the issue. Define how allowing only particular groups should work, including file drop-ins and per-folder public-link controls; done means both requested permission modes are implemented consistently and their behavior is covered.
