Limit some users from creating folders

Just like we can limit some users from sharing, we could also limit users from creating folders.
So, we could have a predefined directory but not to create new directory and subdirectory. Creating files could be allowed, however.

First clarify how predefined directories, subdirectories, file creation, and affected users should behave, then compare the requested restriction with the existing user-sharing limit; done means the permission rules and expected behavior are explicitly defined.
