Description
The default App Order can't be changed as of now, because it's hard coded. But users can thankfully change their app order in their personal settings thanks to #40844. Now it would be great if Admins can change the default App Order in the Administrator Settings and optionally make it to force the user to use the Admin defined App Order.

Research direction
Start by reading this issue alongside #40844, which introduced personal app ordering, and trace how that setting is exposed and applied. Done means administrators can set a default App Order in Administrator Settings and optionally force users to use it.
