Bug description

On Debian 12 After installing OTRS2 or Request-Tracker (both depends on perl packages) Nextcloud (latest) stops working with error:

Error

Setting locale to en_US.UTF-8/fr_FR.UTF-8/es_ES.UTF-8/de_DE.UTF-8/ru_RU.UTF-8/pt_BR.UTF-8/it_IT.UTF-8/ja_JP.UTF-8/zh_CN.UTF-8 failed.

Please install one of these locales on your system and restart your web server.

While locales are OK.
Uninstalling packages with Perl dependencies makes NextCloud work again.

Steps to reproduce
  1. Run NextCloud on Debian 12
  2. Install request-tracker5 on same host
  3. NextCloud gives Locale error and stops running services
Expected behavior

No impact for NextCloud instance whatewer other, unrelated packages are installed or removed
