[Bug]: File name missing from publicly shared link `title` (used to be there)

Bug description

The file name no longer appears on publicly shared links.

Steps to reproduce

1. Share a link of a video file.
2. Access the link.

Expected behavior

The file name should be visible as it was in the past.

Start by reproducing the missing filename on a publicly shared video link in Nextcloud Server 30, then trace the public share page responsible for its title. The work is done when the filename is visible again and the behavior is covered by an appropriate regression test.
