I administer a cloud for ~20 unexperienced Nextcloud users. I have to tell every new user to set notifications to this, attachement folders to that and so on.

Describe the solution you'd like
It would be great, if the admin was able to set standard settings and allow/disallow users to change the settings.

I have to be sure, users get Deck notifications when we give them a task.

Describe alternatives you've considered

• I can log into every new account first and replicate my settings. But that is stupid...
• I could write an occ-script - but I don't have console access
• Maybe you can achieve this with Flow - but maybe it's overkill to install Flow for this basic feature.

Additional context
Nextcloud doesn't really give you an overview of how users use the software. This would help to at least make sure they start with good settings.

The issue names global defaults for notifications and attachment folders, with admin control over whether users may change them, but no files, tests, or entry points. Start by clarifying which settings must be covered and how Deck notifications and new-user setup should behave; done means administrators can define enforced or overridable defaults for the agreed settings.
