[Bug]: "Shared by link" displayed when sharing by link is disabled

Bug description

When sharing by link feature is disabled with shareapi_allow_links, Shared by link option is still present in Files sidebar:

Steps to reproduce

1. Disable sharing by link with occ config:app:set core shareapi_allow_links --value='no'
2. See option Shared by link in Files sidebar.

Expected behavior

No Shared by link option in Files sidebar when sharing by link is disabled.

Reproduce the issue with occ config:app:set core shareapi_allow_links --value='no', then inspect the Files sidebar visibility logic. The issue references build/integration/capabilities_features/capabilities.feature for the setting; use that entry point to understand the disabled state. Done means the Shared by link option is absent when link sharing is disabled.
