[Bug]: Flow: file created is triggered when file is modified

Bug description

"File created" workflow triggers when an existing file is modified.
If a file is created, flow notification is triggered twice.

Steps to reproduce

1. Create a new workflow: notification or chat
2. Choose "File created"
3. Set some options
4. Modify a file

Expected behavior

"File created" should trigger only when a new file is created
