Bug description

It is not possible to set the "View and Comment" mode for the file, which is publicly available.

Steps to reproduce

1 Uploading a file to the Drive.

2 Click on the "Show access options" button.

3 We specify the user. When choosing a mode, there is no suitable one.

Expected behavior

The user SHOULD NOT be able to edit the file. He should read the file and leave his comments.

There is no way to set the Type of access.

Please add this type.
