Have attendee with a different language than the organizer

Expected behavior

The language is correctly chosen for the attendee.

The issue names IMip email text but no source file or test. Reproduce it with an attendee whose language differs from the organizer, then trace the email's language selection and translation path. Done means the attendee receives correctly translated email text.
