Bug description

Version 29 introduced the possibility to set a limit of for views/downloads for external shares, before the share gets deactivated.
In the admin-settings there is a possibility to set a default for this.
When configured, this does not take effect.

Tested with 29.0.1 through 29.0.3 RC2
Tested with and without a preset for default expiration time in days.

Related: Once set, there seems to be no way to disable the (non-working) preset - "The minimum limit is 1".

Steps to reproduce
  1. Go to administration settings -> Administration -> Sharing
  2. Scroll down, enter a number in the field for "Download limit" and confirm
  3. Share a file/folder
  4. See that preset was not applied
Expected behavior

Created shares should have the checkbox "Limit downloads" checked and the preset number should appear below.
