Description

When "Always ask for password" is enabled, but passwort not enforced, share links are created with a password while share by mail does not set a password.

Settings:
share_mail_settings

Share by mail - no password, no expiration date:
share_mail

Share by link - working as expected:
share_link

Research direction

No file or test is named in the issue. Start by tracing the share-by-mail flow and how it reads the “Always ask for password” setting, then compare it with the working share-by-link path. Done means mail-created share links receive a password when that option is enabled, with coverage confirming the behavior.
