[Bug]: Availability form displayed only in english format

Bug description

When setting working hour, the hour forms are show with english format

Steps to reproduce

1. Set your local in FR
2. go to settings/user/availability
3. add an available hour

Expected behavior

The hour format follow user's locale

Start by reproducing the issue in Settings > User > Availability with the locale set to French, then inspect the availability form responsible for adding working hours. Done means the displayed hour format follows the user's locale instead of always using English formatting.
