[Bug]: Settings for user administration are not saved

Bug description

Every time I change something in the user administration settings, these settings are reset the next time I log in.

Steps to reproduce

1. call up the user administration settings
2. make settings for "Visibility
3. close browser / switch off PC / etc.
4. call up settings for user administration

Expected behavior

The settings should be saved

Start by reproducing the problem in the user administration settings on Nextcloud Server 28 with the reported installation details, changing the Visibility setting and logging in again. Trace the settings flow to determine where the value fails to persist; done means the changed settings remain after closing the browser and returning to the settings.
