[Bug]: Updating apps is impossible for admins using passkeys

Bug description

Once configured to login with a passkey for an admin account, updating Apps isn't no longer possible, as NC asks for a password then which does not exist any longer.

Steps to reproduce

Configure an admin to use passkey as login. Once there is a new app version available, attempt to update it.

Expected behavior

Expected to be able to update the app, but did not. NC insists on getting a password.

Reproduce the issue with a Nextcloud 28 Community Docker installation, an admin configured for passkey login, and an app update available. Trace the app-update flow when it requests a password, then verify that an admin using only a passkey can complete the update without a nonexistent password.
