[Bug]: "Users"-view "more options menu" not useable on mobile browser

Bug description

I'm unable to delete, activate, or disable users on a mobile browser because the second touch (clicking the actual option in the "more option menu") is misinterpreted as a "background-click". The "more option menu" closes, but the option is not selected or clicked. This issue has persisted for several months across different server versions and types (AIO and snap).

Tried it with chrome, vivaldi, brave and firefox. Maybe it's an issue with my smartphone, unfortunately I am not able to test it with another one.

Steps to reproduce

1. Open the "Users" view on a mobile browser
2. Open the "more option menu" of a user
3. Try to select an option

Expected behavior

You can actually select the desired option in the "more option menu" of the "Users" view.

Start in the Users view on a mobile browser and reproduce the more-options menu behavior described in the issue. Trace the menu interaction from opening it through selecting an option, then verify that delete, activate, and disable actions can be selected and run the reproduction steps again on mobile browsers.
