Allow resizing of the columns in the "users" view

I'm always frustrated when I try an administer my users but cannot read their full name or mail address because the column width is too small.
I would also request that the left hand side, the panel where the groups are listed could be resized for the same reason.

Describe the solution you'd like
Resizeable columns in the user view so that the full name / email / group membership can be read
Resizeable list of group names so that they are not cut off with "..."

Shortening group names or email addresses is not an option

Start by locating the users view and its groups panel in the Nextcloud server interface, then trace how the user table and group list are rendered. Done means users can resize columns to read full names, email addresses, and group membership, and can resize the groups list so names are not truncated; no specific files or tests are named in the issue.
