Description

core-main.js is loaded in a very beginning, before /core/l10n/<LANG>.js

As a result, during the first rendering of core apps (AppMenu (MainMenu), ContactsMenu, UserMenu), there is no translation.

It is not noticeable because these apps have almost no translations, except aria-label.

Example, on de_DE the aria-label Contacts is not translated yet.

Research direction

Start by reading core-main.js and the loading path for /core/l10n/.js, then inspect the initial rendering of AppMenu, ContactsMenu, and UserMenu. Reproduce the first render with de_DE and verify that the Contacts aria-label is translated when the core apps appear.
