[Bug]: Core apps doesn't support translations on init

Description
core-main.js is loaded in a very beginning, before /core/l10n/<LANG>.js
As a result, during the first rendering of core apps (AppMenu (MainMenu), ContactsMenu, UserMenu), there is no translation.
It is not noticeable because these apps have almost no translations, except aria-label.
Example, on de_DE the aria-label Contacts is not translated yet.
