The only way to specify the time format (12h vs 24h clock and formatting of time) is through the locale and there is no locale that provides an ISO 8601 based time string.

Describe the solution you'd like
It would be great to add a "fake" locale for ISO 8601 that can be selected in the settings.

Describe alternatives you've considered
I tried other locales to fake the behavior that I'd like, but I was unable to find a locale that works for me

#15381 mentioned the same issue but was unfortunately erroneously closed as a duplicate of #15457 even though the latter deals with the language of the timestamps, not the formatting
