Can't see groups when using "Allow users on this server to send shares to groups on other servers"

I choosed "Allow users on this server to send shares to groups on other servers",but can't search groups in other server

Steps to reproduce

1. the master server
   
2. other server is linked
   
3. other server has group
   
4. master can't search the other server's groups
   

Expected behavior

other server's groups can be searched

Start by reproducing the federation setup described in the issue: link two Nextcloud servers, enable sharing to groups on other servers, create a group remotely, and search for it from the master. The issue names no files, tests, logs, or entry points; done means remote groups can be searched and selected from the master server.
