[Bug]: Users list: Edit mode disappears as far as page will be scrolled down

Bug description

Steps to reproduce

1. Go to /index.php/settings/users
2. Make your browser window smaller
3. Click to edit some users entries
4. Scroll down
5. Scroll up again
6. Users are not in edit mode anymore

Expected behavior

Users have to be in edit mode as it was set before

Start at the /index.php/settings/users entry point and reproduce the issue with a smaller browser window: enable editing for several users, scroll down, then back up. Trace the users-list edit state across scrolling and verify that the selected entries remain in edit mode after returning; add or update coverage if the repository has relevant tests.
