Allow moving the datadirectory to another location

Bug description

The datadirectory is set up when installing a nextcloud instance. While changing it in the config.php is possible (see https://docs.nextcloud.com/server/latest/admin_manual/configuration_server/config_sample_php_parameters.html#datadirectory), this is not supported and leads to side effects, e.g. missing shares from group folders.

Steps to reproduce

Move the datadirectory to a different location after initial installation is done.

Expected behavior

Either it should work out of the box, the change should be automatically detected or there should be a supported way (e.g. via occ) to change the datadirectory.

Start by reviewing the documented datadirectory setting in config.php and the suggested occ-based approach. Reproduce moving the directory after installation and identify the side effects, including missing group-folder shares. Done means there is a supported relocation path or the change is detected and works without those side effects.
