Description

In addition to my other comment: yes, when moving files to another location, the old versions should be moved as well, so they are still available for the new file location. Also when transferring files to a new owner, versions should move accordingly.

Research direction

No file or test is named. Start by reading the original issue #39041 and tracing the existing file move and ownership-transfer entry points. Done means file versions remain available under the new location after either operation.
