Is your feature request related to a problem? Please describe.
In an organization that uses user status as online/offline indicator, it can happen that someone forgets to update their status, goes away and causes confusion for others. E.g. vacation or sick leave.
Describe the solution you'd like
Allow admins to set the user status via the occ CLI.
Describe alternatives you've considered
Allow to do this via the web UI. But that's a lot more work.

Start by reviewing the existing occ CLI commands and the current user-status functionality in the Nextcloud server repository. Define the administrator-facing command and its expected behavior, then verify that an administrator can set a user's status without relying on the web UI.
