Description
To make the link previews easier to configure in a privacy guarding way we should add the following two options to the UI as simple checkboxes so they can be disabled by the admin:
- Enable rich link previews (Should be a new additional option to turn the feature off in general)
- Enable open graph provider (already present as system config value)

Research direction
Start by locating the existing admin UI for system configuration and the current open graph provider setting, then trace where link previews and open graph requests are handled. Done means admins can control both requested options from the UI and disabling them prevents the corresponding preview or provider behavior.
