[Bug]: Clicking administration settings doesn't auto-scroll to admin settings menu section if there are lots of categories or screen is short

Bug description

1. Open settings menu
2. Click administration settings
3. The page takes you to personal settings and doesnt directly scroll to adm settings

After i click adm settings it takes me to adm settings and i dont need to scroll

Start by reproducing the settings-menu navigation with many categories or a short screen, following the issue's three steps. Trace the administration-settings entry point and its scroll behavior; done means clicking it opens the administration settings section without requiring manual scrolling.
