Include localized user+admin documentation in base installation for offline access

Description
As user documentation is available translated into several languages, it would be helpful to not only have them on docs.nextcloud.com, but also include them locally on every installation as is case of English variant under https://your-nextcloud.tld/settings/help
reasoning:

better discoverability of translations for users (link Documentation, pointing at page in English, from which translated version is finally reachable can be missed by lot of users concluding on first sight, that translations are not available - judged from empty Languages section in displayed local documentation)
